  1. COPYRIGHT OFFICE OF VIET NAM

The Copyright Office of Viet Nam (COV), of which the predecessor is the Copyright Protecting Firm, founded on 27 February 1987, is a State administration agency under the Ministry of Culture, Sport and Tourism with a nationwide competence in term of copyrights and related rights.

COV’s main tasks are including: (i) to submit to the Minister the strategies, laws, mechanisms, policies and other relevant documents on copyright and related rights protection; organize to implement after they are approved; (ii) to take measures to protect legal rights of the State, organizations and individuals in the field of copyright and related rights; (iii) to manage the copyright of literary, artistic and scientific works, related rights of performances, phonograms, videograms, broadcast programs under ownership of the State in accordance with the law; (iv) to regulate the provision, cooperation, ordering and ensurance of copyright to works and related rights to performances, phonograms, videograms, and broadcast programs; (v) to build up and manage the copyright and related rights system; to train and educate the human resources on copyright and related rights; (vi) to instruct the Local Culture – Sport and Tourism Departments on implementation of the function of state management on copyright and related rights; (vii) to manage activities of collective management organizations on copyright and related rights accordance with the law; (viii) to grant, re-grant, change, revoke the Certificates of Copyright Registration, Certificates of Related Rights Registration; (ix) to organize and direct the implementation of activities of education, propaganda, dissemination of knowledge, laws, mechanisms, and policies on copyright and related rights; (x) to settle appeals and denunciations on copyright and related rights accordance with the law; etc.

2. NEW PLANT VARIETY PROTECTION OFFICE

New Plant Variety Protection Office (PVPO) under the Ministry of Agriculture and Rural Development was established on February 19, 2002. This stage PVPO prepared legal and technical documents to implement plant variety protection. PVPO operated and received application on April First, 2004.

PVPO’s main tasks are including: (i) to receive and examinate registered application of plant protection; (ii)  to examine technical testing result (Distinctness, Uniformity, Stability - DUS); (iii) to consult and implement procedure to submit Ministry of Agriculture and Rural Development for granting, nullity, cancellation, or colletion of new plant variety protection certificates; (iv) to help leader of Ministry of Agriculture and Rural Development for statistics, preservation of dossier and do other admistration procedure that relate plant protection; etc.

Permanent Deputy PM of the Socialist Republic of Viet Nam, H.E. Nguyễn Sinh Hùng received Dr. Francis Gurry, Director General of the World Intellectual Property Organization (WIPO) in Ha Noi on 19 January 2010. During the meeting,Dr. Francis Gurry said Viet Nam had a right assessment of IP’s important role and achieved great achievements in IP protection. He also highly appreciated the cooperation between Viet Nam and WIPO,and emphasized that IP had made a significant contribution to the country’s socio-economic development over the past years.
KIPO’S OFFICIAL VISIT TO VIETNAM AND THE SIGNING CEREMONY OF THE MoU ON IP COOPERATION
A high ranking Delegation of the Korean Intellectual Property Office (KIPO) headed by Mr. Jung-Sik KOH, KIPO’s Commissioner, paid an official visit to the National Office of Intellectual Property of Vietnam (NOIP) on 23 November 2009. The Director General of the NOIP, Mr. Tran Viet Hung, and Heads of NOIP Divisions received the Delegation and held a meeting where the two Offices exchanged information on their recent development of intellectual property system and international issues concerned by the Parties.
New NOIP’s Branch Office opened in Hoa Lac Hi-Tech Park
On November 6th 2009, the Opening Ceremony of a new Branch Office of the National Office of Intellectual Property of Vietnam (NOIP) was launched at Hoa Lac Hi-Tech Park by Mr. Nguyen Van Lang, Deputy Minister of Science and Technology, Head of the Hoa Lac Hi-Tech Park Management Board.
PROTECTION OF “ĐẠI HOÀNG” GEOGRAPHICAL INDICATION (GI) FOR NGỰ BANANA
On the 30th of September 2009, the NOIP issued Decision No. 1895/QD-SHTT on granting GI Certificate No. 17 for the famous Đại Hoàng Ngự banana. People’s Committee of Ly Nhan district is the administration authority of “Đại Hoàng” GI for the Ngự banana product.
